Meet The PRC Team
Tim Pettit and Ray Boyer met multiple times toying with the idea of starting a new company. Ray was not interested in becoming an owner of the company, but fortunately for PRC, he recognized his value in contributing to the make-up of the company. With their combined backgrounds in security, safety, law enforcement, military, firearms, investigations, and personal protection, to name a few, Tim and Ray have a unique skill set that makes for a strong team helping individuals and businesses prepare for and manage critical incidents. Tim's wife Grace was brought in to form this new company, Proactive Resource Consulting. PRC is blessed to share the gifts, expertise, and talents of both Tim and Ray with the rest of the world.
Ray Boyer is a Senior Master Instructor Level-5 in Officer Conflict Training and Self-Defense Training for Occupational Protection (STOP). He has been instructing personal and corporate personal protection courses since 1980. He has been recognized as one of the "Top Ten Self-Defense Instructors" in the American Karate Association (AKA) and was inducted into the Black Belt Hall of Fame in 2001. He is an 8th degree Black Belt in Tai-Tsuku Do Kempo. Ray is also a former firearms instructor for C.A.P.S., an Iowa State Certified CCW course. He is also a former reserve police officer with the Urbandale Police Department in Urbandale, Iowa, where he was the head coach of the Reserve Police Pistol Team.

In addition, Ray has a very extensive background as a corporate security and safety adviser / manager with many years in executive protection, law enforcement and security. Ray has designed security policies, alarm response protocols and access card guidelines. He has conducted site reviews and security audits, and made recommendations to management. He has developed procedures for the emergency action plan and disaster recovery plan, and has been the project manager for building expansion and security requirements.
Tim began his career with the U.S. Army Military Police as a military police officer, serving in Ft. Hood, Texas and Aschaffenburg, West Germany. Upon leaving active duty, he served as a military police instructor at the 5040th United States Army Reserve School (USAR) located at Ft. Des Moines. Tim was then hired by the Urbandale Police Department where he served in both the patrol division and the investigations unit. While in the investigations unit he was a general crime detective, vice/narcotics detective, and a person’s detective. Tim left the Urbandale Police Department and became an insurance fraud Investigator for a special investigations unit of a national insurance company. While serving in this position Tim had the opportunity to enhance his skills in investigations. He investigated possible fraudulent insurance claims throughout the nation. Tim’s experience in the investigative field is extensive. He has investigated many crimes to include simple thefts to complex narcotics cases. He also investigated assaults, robberies and a homicide. His interview and investigative skills developed over time, which helped him successfully clear many cases.
